KPR Capitol Strategies traces its roots to Kyle's father, John L. Rooney, who has run his own consulting practice supporting the State of Illinois for more than 40 years and counting. Watching that career up close, Kyle set out to build something of his own in the same tradition — and when he moved to Tennessee, his new home state, he founded KPR Capitol Strategies to carry that legacy forward.

Kyle Rooney has spent over a decade in back-end Java services, supporting mission-critical systems for USPS, Leidos, banks, and federal and state government agencies, alongside custom SaaS products. He founded KPR Capitol Strategies to bring that same engineering discipline to Tennessee state government work.

Rafael Estrella has over seven years of experience building full-stack applications, data systems, and automation tools, including platforms supporting federal research and survey programs.
